- Scope & content
- Fonds consists of a very broad range of records created and accumulated by the former City of Toronto. The fonds includes key groups of records emanating from the process of municipal government decision-making: City Council minutes in various forms; bylaws; standing committee minutes and reports; special committee minutes and reports; communications to both standing and special purposes committees. In addition this fonds contains records from the Mayor’s Office and many former city departments: Finance, Legal, Public Works, Public Health, Parks and Recreation, Planning and Development, and Municipal Abatoir. The predominant form for most of the records in this fonds is text including correspondence, proceedings, legal agreements, property leases and deeds, property tax assessment rolls, records of immunization and farm inspections, financial accounts and budget records, records of municipal elections, speeches, surveys, personnel records, and publications. In addition there are significant collections of photographs documenting the construction and maintenance of public works, images of public health and housing conditions, photographs of significant buildings and locations around the city, and portraits of civic officials, politicians, and dignitaries. Large format records also in this fonds consist of building permit drawings and architectural drawings for buildings and facilities on City property, as well as maps and plans of parks and open spaces, roads, sewers, bridges, and other municipal services. Finally, there are some less common types of government records: audiovisual materials, illuminated resolutions and certificates, cartoons and caricatures. These records document the development of the City from its inception to municipal amalgamation in 1998, illustrating the growth and changes in the physical form of the city, the political forces that directed its development, the changing nature and circumstances of the city’s expanding population over a century and a half, and the triumphs and problems faced by Canada’s leading city as successive councils and municipal administrations determined how best to provide services to the citizens of Toronto.
