- Scope & content
- Fonds consists of administrative, legislative, financial, and photographic records documenting the operation of the Municipality of Metropolitan Toronto. Fonds touches upon all responsibilities of the metropolitan regional government, including provision of infrastructure, social services, planning, and others, as well as the administrative tasks necessary to fufil these responsibilities. Although the fonds documents all aspects of the regional governmentÂ’s activities, areas of specific depth include the construction of roads and filtration plants; community services, especially policy and planning, welfare, and homes for the aged; urban planning, including OMB hearings, waterfront development, and suburban planning; parks; maintenance of municipal buildings and property, including a series of plans of buildings; plans for garbage disposal (the Solid Waste Environmental Assessment Plan, or SWEAP); economic development, including employment statistics and initiatives; marketing of the city; and public art and culture, including the building of the City of Toronto Archives building at 255 Spadina Road. Fonds includes records documenting the debates and decisions of Council, such as Council minutes, resolutions, and by-laws. Recordings (videotapes and DVDs) of council meetings are included, as are photographs of Council Chairs and councilors, and chains of office. Records documenting the administrative side of municipal responsibilities include correspondence and other administrative and protocol records from the Office of the Chairman, and personnel policies and procedures. The Pickard scrapbooks series contains newspaper clippings about administrative and financial issues in the city. Litigation records for court cases involving the government, and often the police, are also represented in fonds. Financial records in fonds include annual reports of the Commissioner of Finance, estimates, and debenture registers, as well as wages and salaries schedules. Police benefit and pension fund records are also represented, as are grants to community organizations. Fonds also contains extensive series of photographs that document the metropolitan governmentÂ’s activities, especially the construction of public works such as roads and water filtration plants. Also included is a series of oblique aerial photographs of the metropolitan area.
